help on install

My fiancee is a tech at RCIS, an insurance company and wanted me to post this email here to see if anyone can help. This has stumped high level techs at her work. I don't know what exactly they are trying to install, but I know they are using XP on Dell machines.

EDIT: she is using windows installer to install "a program" onto XP Pro. evidently the program is classified or some bull. Now along to the email message:

EDIT2: she now says that the program disc works fine on other computers, so it has to be either the machine or the windows installer.

Ok, here is the error message that I keep getting on an install...Can you
put it in on the tech forums you belong to and see if anyone comes up with a
solution...So far, here is what I have tried to fix it: rename mcoree.dll,
ran registry cleaner, made sure no ad-aware or firewall is running..

I am running out of options....

i would try reinstalling .net framework
