Default Help in cmd

I'm trying to download something which needs the use Command Prompt, however the thing I'm trying to see in Command Prompt gives me the message "Cannot run in a winNT/2k/XP box. Run from DOS or 9x/ME" Can I open this using XP somehow?

hmm, might be a dos emulator available for XP, dunno for sure

use dosbox or something similar and run it in there.
