Help! Built a Computer! Doesnt Startup!

Hello,
I bought a new case and i have installed all of the parts. I made sure all of the connections were tight. The tower turns on and the LED's light up. But after i turn the monitor on nothing happens. All that is on the screen is COMPAQ. And it sits at this screen. I have tried waiting it out but nothing happens. I have the Harddrive disk but i cant get to the setup screen to format it. Any help will be greatly appreciated.

Try re-seating the ram. If you have two sticks in try one at a time.

Also just FYI this particular problem has been posted several time. There is a search function on the forums. If you try that you will probably find the answer has already been posted
