Guest account re-enables itself

This happens quite frequently. I disable it and don't think a thing about it. Then just out of curiosity I check, and it's enabled. I have no idea how this is happening unless it has something to do with remote desktop being enabled.

Right click on my computer, click manage, expand local users and groups, users.... in the right hand pane right click guest, properties, disable account

I have done that several times, but for whatever reason it gets enabled again.
