Yes, those settings are correct.

Do you see the Desktop Alerts icon in your icon tray by your clock?

carnageX No it dose not pop up Desktop Alerts icon in my icon tray by my clock is their a fix ?

So the icon is not running in your icon tray?

carnageX no icon is running in my icon tray I have chrome open to Gmail in browser minimized if I pm you my email address you can email me see if it works

The little grey bell is what you should have in your icon tray, as pictured below:

If you can't see it, click on the Up arrow next to the icons and see if it is in the popup with additional/hidden notifications.

As for emailing you, you can send an email to your own address to test it if you want.
