generating preview for bmp's and jpg's

I have two old computer both running windows 98 with the same version. One computer will generate a preview of either a jpg or a bmp while viewed as a web page, while the other will only generate a bmp preview, WhY?????? I've been trying to figure this out for a long time now and I need someone's help, can anyone help out there
