The best one (hoping this is the right style) is Finale 2006. Sheet music writing style. A bit costly (it's the Photoshop of music notation).

Edit: After looking up Garageband, Finale is not what you want. I think Cakewalk Sonar is what you are looking for.

I have tried to find a program as "user friendly" as garage band, but have had no luck. I tried the Sonar Cakewalk and wow what a mess that program was...perhaps if you know how to use it it would be cool. I almost "almost" want to get a mac mini just to have garage band..but every time I have to fix a broken mac on a daily basis here at work it makes me realize how much stabler Windows XP is over OSX

You can get Finale Notepad for free at www.finalemusic.com , but that doesn't do loops and stuff like Garage Band. As someone else mentioned, Cakewalk is also a godd piece of software.
