formatting hard drive, loading windows 98se

system crash...was using win 98, but original system was win 95. Could not get back to start menu, kept getting a message that some explorer file was missing and I must reload windows. Attempted system restore with original 95 recovery disks just to get back up and running. boot disk will only take me to prompt for entering system ID #, which I cannot locate. How can I get to A: prompt in order to proceed with HD formatting? I have 98se disk, but no boot disk for it, where do I begin?
 
1. Put the CD in the drive.
2. Go into the BIOS and boot to the CD rom.
3. The CD will step you through and ask if you want to reformat the hard drive.
 
I'm having a problem with the first attempt to run system restore for win 95. Restore would not completely run, I kept getting stuck at "enter system ID #" I now want to just reformat and load win 98se. Every time I try to boot from 98 disk, it tells me win 95 recovery is in progress and again I'm stuck at "enter system ID #". Even with BIOS set to CD-rom, it still appears to try to boot the 95 recovery.
