Question Force Delete?

Ok so I got a file in my recycling bin that will not delete... everytime I try to empty it, it gives me an error "Cannot delete Dc3167: It is being used by another person or program".

I closed everything (rebooted too), it's just a corrupted file that won't move or delete.
Is there anyway I can delete this thing, it's really stating to get on my nerves.

Dc3167 is part of Logitech's mouse drivers. Are you sure you want to delete it? If you are using a Logitech mouse, the file will be in use.
