Default force background span setting on dual monitors?

is there a place where I can manually edit settings for windows and keep it write protected so the updates or other programs don't change them?

every time I change wallpaper it goes back to center instead of span on both monitors even though the image resolution is 7680x2160 which is exact fit for dual monitors

im tired of windows fuxing with settings all the time and want to just lock the whole fn system so everything stays as I set it
