First time networker

Total newbie here folks. I have a laptop and a desktop both running XP Home. I am the sole user and administrator on both machines. When I try to view workgroup computers a message comes up to say......not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions. ..... This only happens on the laptop. The desktop is fine. How does one access permissions?
 
Check to see if winXP connection firewall ICF is enabled. By default it is labeled as "Local Area Connection". Right click it and get the properties. Under it's advanced options tab disable the winxp firewall. Also disable any other 3rd party firewalls or add your internal network addresses to their trusted zone.
