Default firefox scrolling problem

i reformatted my family pc about 2 months ago and everything works fine except for one thing. every time i'm in firefox and i scroll down, i get a wavy scroll instead of a nice smooth one. i don't really use that computer very much but when i do, it is very annoying. i originally thought it had something to do with the mouse and drivers but i realized in only happens in firefox, not Internet Explorer. if i scroll too fast, i hear one beep from the computer. i tried uninstalling firefox and installing it again but that didn't work. i even messed with the scrolling settings in the browser to no avail. what can i do to fix this?

in the address bar put about:config and hit enter , in filter put mousewheel.horizscroll.withnokey.action , double click and set to 0

its already set to 0. any other suggestions?
