Firefox not finding web sites on first attemp on occasions

I've been using FireFox for about 2.5 months now. The last 2 weeks I am getting the old "Address not found" error a lot. No coming sites, just various ones. Why is this happening so much? Is there a fix for this? I have an os of win98 SE using dsl.

Probably you have installed a program to eliminate spyware/adware/malware or virusses.
This program might have blocked the IP adress of the site. You can undo this by:

4) Open a file called: HOSTS in your favorite editor You can find this file at the following location:
Windows 98 / ME: c:\windows\
Windows XP: C:\WINDOWS\system32\drivers\etc\
Windows 2000: C:\WINNT\system32\drivers\etc\
Linux / Unix: /etc/hosts
Look if the site you want to visit is mentioned in this file (with ip-number 0.0.0.0 of 127.0.0.1),
and if so you can delete this line or make it inactive bij setting # in front of this line.
Save the file, reboot the computer and try to connect again.

My question is Is this the file being talked about?

If so, what is this file used for and will it hurt anything if I comment it out? I appreciate any help.
