Files Won't Delete

Hi, I was having a problem deleting outlook express but I finally got it to delete. However every time now that I reboot my PC, the outlook express folder pops up in my program files. There are no files in the folder, and every time I delete the folder it just keeps coming back after I reboot. Please help me remove this folder so it will never bother me again, thanks.

go to add/remove, add/remove windows components and remove it then delete the program files folders and see what happens

i find the title bit misleading its simply a folder that wont delete not files , did you untick it from add-remove programs-->windows components ? , anyway i honestly dont understand why you care too much about it its only an empty folder it doesnt take up space

I care, because I just don't want it there, it's too hard to explain. I also want to know why it won't just go away, it keeps coming back. Also I have outlook deleted from windows components, so I have tried that. Does anyone else have any ideas?
