Files not associated with icons

For some reason, my html files will not associate an icon with its type. Heres a screenshot of what i mean.

Ive tried a bunch of different things but cannot figure it out.

Get the powertoy for Windows XP called TweakUI. Rebuild your Icon Cache.

Yup mak, i tried that. Also tried deleted the file type and letting it re register, didn't work. Also restored it to IE first, that doesn't work.

If the icon cache rebuild didnt do it then there is more than 1 program that has this file type as the default for opening that extension. Eliminate all the others and it should fix it.
