"File not found" when launching an executable file

Also if tune-up itself is missing components it either downloaded/installed incorrectly or there could be a virus of some sort manifested in that program!
Unless you want it and haven't paid for the full version I'd get rid of it! I've uninstalled that program I don't know how many times on my own and other machines!
 
I removed the Tune Up and any traces of it I could find. Carnage I tried to update the .Net but failed to launch the main setup exe too. (After extracting it, I got the "This installer can't be used to install .Net Framework." How ironic.) The integrity check showed no error aswell.
 
Nod32 should be sufficient - great AV.
Did MBAM turn anything up when you ran a scan?
 
Some more suggestions I found to try:


Tried running the extractors as Admin? (Right click -> Run as Admin)

Default File Type Associations - Restore - Windows 7 Help Forums

Check if your Temp folder is read only or if you don't have proper permissions

Try creating a new temporary account and see if the problem exists on that profile as well
