Default Failed to Create an empty document

Not sure if this is a software problem or a PC problem.I installed Printshop photo pro and when trying to open it ,I get failed to create empty document. I had this installed on PC before and had taken it off. I have tried searching everywhere and cant fix it. I have uninstalled and reinstalled a dozen times. I installed thru safemode as well. I emptied all temp files. Tried everything and cant get it fixed,any help would be so much appreciated. If anyone could even tell me what causes it,maybe that would help me. Thanks
