WOOOHOOO I figured it out!

Basically I am a tard and I didn't read the whole thing.

Once you create the recipient policy you have to drill down through:

ADMINISTRATIVE GROUPS > FIRST ADMINISTRATIVE GROUP > SERVERS and then rightclick on the server you want to run it on and then say "Run"
