Im trying to restore a non-booting pc which is stuck in a loop. There is an error message that says /minint/system32/kdcom.dll. the error code is 4. How to Fix.

There isnt a way to fix such an error. First off that error is not within the proper Windows directory. That is an infection. The proper Windows directory is C:\Windows\system32. This is clearly not in the Windows\system32 folder therefor it is an infection. You will need to use a Restore point, as long as those havent been infected as well, and restore the machine to a previous time. If not you will be stuck formatting the drive and reinstalling Windows.
