Well you need a program which decypts the data from the dvd and puts it into your harddrive
Then a second program which ripps that file into vcd format

You can also get programs which has both features

i have a dvd to mpeg program which allow me to just chuck in the dvd, it automatically finds to source files on the dvd (.vob etc) and decrypts it and exports to mpeg with a few hours.

try 'google'ing dvd to vcd your bound to find a program.
Can some1 else suggest one?

If you want something free but hard to use try DVDx2.2. if you want something easy to use try Pinnacle Instantcopy 8.0

before decrypting DVD on your hard drive, keep 2 things in mind, if you have slower processor, then it'll take around 2-3 hours to decrypt, secondaly, you should have at least 19GB space free to decrypt a DVD.

still interested?

http://www.dvddecrypter.com/

hre you'll find free dvd decrypter and some more tutorials
