Default Dr. Watson error

I am getting the below message whenever I try to install something on my computer or even when I try to defrag...Please help.

Dr. Watson was unable to attach to the the process. It is possible that the process exited before Dr. Watson could attach to it.

Windows 2000 Retuned error code = 5

It is my home PC - I have never had a problem before - just started happening. Can you tell me how to get "Admin rights" or fix the error?

right click my computer, click manage, click local users and groups, click users, right click your user account, click properties, click member of, look for administrators.

if its not there, you would need to logon using an admin account to assign admin rights.
