Sooo it would be safe to say..

32-bit, 1024x768, 120ish hz refresh rate and still having issues realted to video?...hmmmm Maybe the PC isnt fast enough? What are the specs?

If its a VIA then there are 4in1 drivers out there for the miniport support of AGP which especially had problems with certain configs and ATI cards. It was considered a priority driver update, so in this case that is why I've suggest this. However, the system specs are not there so its a little hard to determine if this is the root cause or not.
