Default directx diag, where is it?

I can't seem to find the directx diagnostic page/control panel. I am having to drop my hardware acceleration back to "choose only if you are having severe problems" for my video card. it's a FX5200. I am using nVidia's latest drivers. Also, I tried to install a known working MX440 and that just couldn't produce any graphics on this comp.

I think that directx is messed or causing a problem, I installed the latest directx to see if that would solve the problem, and it did not. Some errors that are popping up are that I should pull up directx to see what the problem is, and I can't find it.

thanks, it seems everything is fine (ran all the tests) on the directx side of things. i guess i need to replace the video card.
