Default DirectX 9.0b still won't install

I can't get directX9.0b to install, and I've posted this before and tried closing all other programs and I'm logged on as administrator but it still wont install. This is the error message that comes up:

The software you are installing has not passed Windows logo testing to verify its compatibility with Windows XP.
The software will not be installed. Contact your system administrator.

It gives this message just after it starts the "copying files" process.

I am the administrator, and there is no "install anyway option".
Please help, I'm losing my mind.
