Direct3D functionality not available (9.0c)

Hi, all. I have a bit of an unusual problem. A few days ago I started being unable to load games immediately after installing a Microsoft hotfix, and I traced the problem to my directx. It says "Direct3D functionality not available." Also, total memory is n/a and AGP is unknown.

To make a long story short, I've reformatted twice now. The last reformat I did not install the hotfix at all.

Right after a format my Direct3D is fine, and I can load games. At some unknown point after that it just messes up again. Every time it is after doing Microsoft updates, but since I did an automatic install of critical updates today I cannot peg which one is the problem--if it is any of them.

Sorry to write a novel, but I've been troubleshooting this for almost a week now, and I'm lost. I don't see how it could be my card or motherboard, because after reformatting everything is fine. It's after an undetermined amount of time that the problem reoccurs. On the other hand, I can't find one common software factor causing it either.

I have completely reinstalled the card. I am using directx 9.0c and the latest card drivers. In the bios it is set to AGP, not PCI. I have also reseated the card and cleaned out the AGP slot.
