Default Defragging my computer

I have a win 98se computer. I am trying to defrag my C: drive. It's been going from 0 to 1 percent complete for 10 mins and nothing more. What is causing this and how do i fix it please?

did u do a scan disk yet?

You mean it keeps restarting? Try doing a scandisk and then maybe running defrag from safe mode.
