Windows is going to address the primary installation drive. I've checked the registry, and yer gonna have to change a HELL of a lot of keys to cover all the bases, and you probably won't get them all.
Seriously, though...What're'ya installing 30 apps a day or something? Just point the installs where you want them. Programs usually should be run on the primary drive for speed issues and integration issues. If your C: partition is too small, make it bigger, or don't have partitions.
