Default Creating a "straight edge" on the screen

Any ideas how I could create a straight vertical line to drag around on the screen? (like a virtual straight edge ruler) I'd like this to help me line up chart data. The chart is on a web page so I have no program for this that I know of.

Open a browser and use the edge of that?

Ya I thought of that but vista has a shadow effect that makes it hard to see the edge of whatever I look at. Plus I'd like for the straightedge to be "always on top" (doesn't have to but this would be much more convenient)
