So when my computer first boots up, the account I log onto will never completely load. It's slower than crud actually and you cant click anything for a while. Btw i have 4gb of ram and a 4200+ x2...

But if I log onto say my sisters account while it lags i can switch user and log into mine and no joke, its like a 5 second load for Everything. Then i task manager log out of the other account and the new one i logged into is crazy fast.

Any explanations? i was thinking I need a defragment but im not sure.

Could be more processes running on your account than your sisters. Have you checked what's running at startup?
 
Defrag, check your msconfig startup, dont run 32 Bit with 4GB of RAM. Run Check disk.
 
How do I run the msconfig setup? And should is there anything that can go wrong with 4gb in there running 32 bit or will it just not take in as much ram as possible?
 
Check in the Read First topic. There are a couple of topics about 32 Bit OS's running 4GB of RAM in there. There is also a topic dedicated to the limitations.

Start>Run>msconfig

That will get you the msconfig screen to remove startup items.
