Default Computer Russification

I have Win2k SP3. I tried to russify my computer (include Cyrillic for multi language support). I use russian applications, which require the computer to be russified, but my problem is that after I russified, i still cant read any cyrillic characters in Russian applications (but russian websites arent a problem, I can read them). Does anyone have any idea as to what the problme might be, and how to solve it?

I understand why your browser is able to read the cara., it's becasue it decodes it itself, and pc can do that if you DL the proper plug-in

Sorry, my knowledge in russitation of a pc is very limited, lol
