computer problems

My computer can start normally but it would start up and it wouldnt show anything, iono whats wrong, the only way i can open stuff is through task manager and when i tried to start my computer in safe mode my arrow keys wouldnt work. anyone know how to fix this?

comp specs:
AMD Sempron 1.66 GHz
512 MB RAM
ATI Radeon 9200

have you done anything to your pc before this all happened? You should try last known good config
