comp running slow

Hi, My friend's computer is running very,very slow. She has uninstalled unused programmes. defraged, run antivirus prog. In fact everything that I could suggest. Still slow!! Any suggestions?

Is a reinstallation of windows out of the question?

Have you used cc cleaner to clean up temp files?

Have you checked msconfig for startup programs and removed unnecessary ones?

Have you checked task manager to see what cpu and ram usage is at and what applications are using said resources?
