did not the command prompt (start->run->cmd) in windows 95/98 open up an MS-DOS window.
when i do the start->run->cmd i end up with a CLI which says Microsoft Windows XP(Version 5.1.2600) not DOS

It says Microsoft<R> Windows DOS
Think you have to type "command" instead of "cmd".

Type cmd to get the prompt, to get dos, type command. I don't know the difference.
