Default Clever Page File Usage

Okay,

Is it possible to set some applications to run off paging file virtual memory instead of hogging physical memory?

dunno, but you can buy (if rich) a small SCSI 15,000 drive and use it exclusively for the paging file. Or even an external firewire drive. That would boost system perf. a bit.

may be you can buy a large RAM(more than 1 G? or something), then forbid the pagefile.

Some apps, namely games, need the paging file regardless of how much physical RAM there is to run correctly.

Upgrade to a bigger amount of RAM for better performance. Or you could try some sort of external drive as several other suggested.
