Choppy Loading screen, Restarts on error

Howdy, trying to fix the computer in the other room for some folks, It will boot up all the way to the loading XP screen (where the little loader bar seems very choppy, and takes a couple of minutes) ...It will then restart on BSOD before the error can be read.

Its an old P3, just got a new mouse and keyboard a couple of days ago.

The keyboard also seems to loose functionality after first boot up screen, When it turns on I press tab to view the boot information, but then I cannot go into setup, and then I am given a couple of options (safe mode, last good configuration, yada yada) but I cannot select those either.
