no he doesnt use another software to install the program and he forgot where he got the theme so he just saved it
e.g right click>properties>theme save as> done

then if you dont have any information about where you got it or anything and its not working im going to have to assume that it isnt compatible with your OS. and your gonna need to find another theme. the only other thing that you could try is to change the windows theme to the XP style theme and then apply it but i dont think that will work. just start looking for a new one.

instead of installing theme xp, you must patch your UXtheme.dll.
with this you can install themes even not signed by uncle bill.
