Changing the Keyboards setting

hi , my keybord seems to be in a different setting and its not in United Kingdom how can i change the setting of the keyboard i know i should of done it when i put in the XP Pro CD but how can i do it without starting the PC all over again ??? because when i hold down SHIFT and press 2 i get this @ and i should be getting this " if you dont know what i mean do tell me

Im not sure I understand, thats how mine is, do you have the " symbol on the # 2 key?
