It can be bios based, or it can be oem os intergrated.
You can seriously damage your hardware/software by forcing it off. I sure did, good that it was on warranty....

Quick boot setting does not usually refer to the logo.

it don't on a e-machine (I work on one this weekend and I couldn't find a way to disable it), but it does on sony, hp, compaq, IBM, gateway, dell and many custom boards

quick boot mean that they usually skip certain tests like counting memory and detecting drives. they usually post logo's during quick boot.
