Can't get internet explorer to work - nor Skype

Just make sure that when you create the account you choose to become an administrator and it's probably best you remove the password from your old user account once you're in new user account go to C users then choose the old username and you should be able to copy all the old files to where you want them to be
 
I have the same issue a month ago and after one hour of fighting with it, I got mad.... so I reinstall Windows one more time and everything was OK...
