Default cant drag and drop

i can no longer drag and drop media and create playlists in foobar, wmp9, and tcmp. wtf is goin on? i can play single files by double clicking them and thats it. i also cannot enqueue in foobar either.
please help me as i cant make playlists of any kind anymore.

right click toolbar, properties, start menu, customize, advanced

check enable dropping and dragging

it was already checked, even tried unchecking and applying and rechecking and applying and no dice. i also just found out i cant even drag things into the recycle bin. at first i just thought it was media and playlists etc but ya all drag and drop has ceased to work, this sucks alot
