Cant boot windows and access folders

Here's the problems. I recently got a new mobo, but when i try to access windows it will not boot. I tried safe mode, and tried starting normally but it just keeps restarting. I installed a new copy of windows on a separate drive so i could try to access my folders on the drive that wont boot. I found the folders i wanted but they are password protected and i cant get find a way to access the information. i know the password but i cant get a prompt to access it. Can somebody please tell me how to either boot windows, or find a way to access a password protected drive. i tried recover mode as well, and i tried resetting the master boot but it still wont let me boot.

Try getting your files by putting your things back on your old motherboard.
