Cannot change desktop background

When I go to display properties and click on the desktop tab, the window closes and I receive this error:

Run a DLL as an App has encountered a problem and needs to close. We are sorry for the inconvenience.

Then sometimes I get the same error but more detailed info:

AppName: rundll32.exe
AppVer: 5.1.2600.0
ModName: mshtml.dll
ModVer: 6.0.2800.1400
Offset: 0018044d

I've run Ad-Aware and Spybot to get rid of spyware, but it didn't help. I've scanned with both Norton and the online Trend Micro Scanner and that didn't help. I'm at my wit's end, I just have no clue why in the world this is happening. I can click on all the other tabs in display properties, but when I click on desktop it closes and I get this error. Does anyone have any idea what's wrong?
 
what version of windows do you have?

Try going to start -> run -> type 'sfc /scannow' hit enter. It will ask for windows CD, put it in your CD Rom drive.
 
Amanda, if you are using W2K or XP, there is an option where the administrator can disable that feature so that a user cannot change the desktop. So if you are using either of the two OSes, make sure you are logged in as the admin.
