Cannot boot in Normal mode in WIN98. PLEASE HELP

My friend has an HP computer and is running Windows 98. He went into MS-DOS mode at one point to see if he could fix a problem and after that, could not access Normal mode anymore. When the computer booted up, he selected F8 to view the startup menu and then selected Normal as the boot choice, however it still booted up as if it were going into MS-DOS mode... with the black screen and white text and everything.
How can he fix this problem? Any ideas? Thanks!
 
If the windows 98 cannot be accessed, the problem is--that windows cannot find the file----(himem.sys),this file is the extension configuration. I'm not sure of this but I can help somehow. When the screen is in ms-dos mode, type this thing on command prompt. (C:\copy c:\windows\himem.sys)--where the file himem.sys could be located, and then after you finish typing, boot up your pc, if your pc can't still access the windows--type (edit) on the command prompt and edit your config.sys, the config.sys is located on c:\directory, then on your config.sys--type
(DEVICE=himem.sys)after that save your configurations.
