Default Blutooth service doesn't exist?

I have XP SP2, from what I read the bluetooth service should exist in the directory, but it doesn't. I also do not have the icon in the control panel. I;m trying to connect a bluetooth headpeice to a laptop to use Skype with. Any idea where I can get this?

Some laptops have a small switch to enable bluetooth,check if your laptop has something similar.
