Default bluetooth

How can bluetooth be disabled? I am told the only two ways to do this is to flash a BIOS that either 1) Does not support it; or 2) Supports disabling of it.

i know if i kill the bluetooth systray icon and try to connect my phone; the connection will fail.

i think the process name is bttray.exe or the like.

Ok, but the office would like it permently disabled. This is a per ouccurance method.

Restrict Users from Running Specific Applications
This setting allows you to specify applications and filenames that users are restricted from running.

Can this be disabled on a more global basis then by the application. Perhaps this is the best that can be done.
