Unhappy Blocked out of my own pc

I have a big problem. I have 2 admin accounts on my pc, one designed with minimal interface/programs running (for games), and theother for surfing the net and so forth. I lost the password to my 'surfing' acoount, and I read an article advising the use of 'useraccountcontrol2' or something similar, and now my 2nd account is a guest, and tells me to contact the administrator when I try to install something. Please say there's some genius who knows how to fix this, because I have since deleted the 1st account, and now my internet explorer won't work,
Anyone able to help at all

if that (admin) had a password too, you could have used a bartpe cd with the password renew plugin to convert that guest to admin and to change the other account's passwords

There is a live CD called 0phcrack which will recover lost windows passwords.

Unless it is an exceptionally strong password it will get it in a matter of seconds.
