Binding an input device to an application

Does anyone know of any tricks (or third party applications) to make windows send input from a specified input device to a certain application even if the app is running in the background?

I am trying to find a way of using a nostromo n52 game controller to control a program running in the background while using my keyboard and mouse to control a different (active) application without having to switch between apps to activate.
 
Hmmmmmm.....I think not....the device is registered in the Kernal of XP and runs and is managed by Executive Services in XP (I/O Manager). Programs access the I/O via an XP function called Hardware Abstraction Layer (HAL) and, therefore, not program specific. I'm guessing you can't but someone with more Knowledge about device access protocols in XP may be able to help if they read this. Which means I have been no help at all! Sorry!
