big problem-windows won't load

I get the error "Explorer has caused an error in [unknown]. Explorer will now close". Just before windows is about to load (after splash screen)

Same error in safe mode. This after I tried reloading WinME on my Intel 800 processor. I didn't create a backup disk because I already had 3 from before, but none of those work (except one for win98). I'm unfamiliar with DOS commands. I can restart winME CD because it finished loading.

Please help me!
 
Update-

The problem was due to some security software I had downloaded, not sure which. I had to uninstall the fresh Windows, leaving the old, which had no access to my C files or control panel. That's because CrapCleaner wiped them out- I'll stop using registry cleaners until I learn more, I could only reload Windows after uninstalling half the programs I had (it was a rampage). With great luck and patience I'm finally back on my feet.
