Default auto-hide menus?

I've noticed that on newer versions of windows any menu, like in the Start Menu under "Programs" or under "Favorites" in IE, that the items not recently used are hidden automatically. I've been mulling around the Control Panel and can't seem to find where to turn off this feature.

anyone know how to turn it off?

it's probably right in front of me and you guys will help me understand that I am actually blind/stupid...

Turn off personalized menus... this is XP, but 2000 looks the same, obviously without the flashy colors.
