It's like everybody has it's own IP for some issues,, like monitoring and limiting and other stuff,, so I need to assign them an exact IP,, and if they change their IP they should loss the network connections,,,

So if I understand the situation - it's your network but not your computer. You want them to be able to connect to your network, but only with the IP you give them?
